Asbestos testing and surveys

Every job begins with a sample. An inspector cuts a small piece of each material your project will disturb, a lab names what is in it, and the written report goes to you, ready to show a contractor, a property manager or the city.

Sprayed ceiling texture goes to the lab before a scraper touches it. If it tests positive we close off the room, keep the texture damp as it comes down and clean the surface for paint or a flat finish. A negative result lets your painter proceed.

Floor tile and sheet vinyl

Floors from the postwar building boom may still have their first tile and adhesive beneath carpet or newer vinyl. We sample each layer, then lift whatever is positive without sanding or grinding.

Pre-demolition abatement

A teardown in Irving needs a demolition permit from Inspections, and the city's demolition guidelines say every law on asbestos abatement and demolition has to be followed. We survey the building, remove what turns up and keep the paperwork.

Commercial remodels

The city's remodel submittal handout lists an asbestos survey for the area where construction will happen, excusing only a first-time finish-out of a new shell building. We supply the survey and then the abatement, ahead of your contractor.

Apartments and multifamily

Over 6 in 10 Irving households rent, and nearly half of the city's homes are in buildings of five or more units. A building above four units gets different treatment from a house under Texas rules, so we begin with the unit count and fit the work around residents and the turn schedule.

Asbestos testing and removal costs

More than 3 in every 10 Irving homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Irving, Farmers Branch and Euless. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Asbestos testing and surveys

  • Testing for a small remodel, a few samples$350 – $700+
  • Whole-house survey before a remodel or demolition$650 – $1,500+
  • Air test after removal (clearance)$300 – $800+
What is included

An inspector takes small samples of the materials your project will disturb, a lab tests them and a written report says which ones hold asbestos. A clear result means no asbestos work for that material. An air test after a removal is its own visit.

Our process

01

Sample the materials

Sampling starts after a walk-through. Whatever your project will cut, scrape or lift is flagged, and an inspector sends pieces of each to a qualified lab. For apartment and commercial buildings, Texas wants the survey to cover nearby spaces the work might disturb.

02

Set up and notify

Lab results decide the setup. DSHS, the Texas Department of State Health Services, gets notice at least 10 working days ahead if the building is under the state rules, and the landfill is chosen early, since only a permitted landfill can take asbestos waste and it may still refuse a load.

03

Finish and document

Closing out the job means cleaning, an inspection, and a folder for you containing lab reports, any DSHS notice and disposal records. In a public building, owners separately verify the clearance level of 0.01 fibers per cubic centimeter before reoccupancy.

State rules by building type

A house, a fourplex and a shopping center are not treated alike in Texas. Our free Texas checklist turns your plans into a short to-do list.

Single houses and small buildings

State asbestos rules skip a single private residence and any apartment building of four units or fewer. Federal rules count small buildings together when one project covers several within 660 feet of each other, and OSHA's worker protections reach hired crews on every job.

Apartment complexes, offices and shops

If you own a complex of five or more units, an office or a shop, a survey comes before any renovation or teardown. For a public building, DSHS must hear about abatement 10 or more working days ahead, and any commercial demolition needs the same notice, asbestos or not. DSHS-licensed people handle sampling and removal in public buildings.

Irving homes by age

Irving counts about 102,500 homes, of which 36,774 were built before 1980. The 1960s and the 1970s contribute about 12,700 apiece, and roughly 8,900 more date from the 1950s.

Built before 1980

OSHA's presumption covers sprayed-on surfacing and thermal insulation in any building put up in 1980 or earlier, so until a lab rules them out those materials are handled as asbestos. Ceiling texture, wall patches and old floors from those decades go to the lab first.

Built since 1980

Irving's largest decade is the 1980s, with about 23,600 homes. A build year cannot clear a house by itself; EPA says the only sure answer is a lab test of the material you intend to disturb.

Frequently asked questions

Does Irving require an asbestos survey for a remodel permit?

For a commercial alteration or finish-out, yes. The submittal handout lists an asbestos survey for the construction area, cites Texas law, and excepts only a first-time finish-out of a new shell building. For a house, Inspections can tell you what applies at 972-721-2371.

What does Irving say about asbestos and demolition?

The demolition guidelines call for a permit and capped sewer lines from Inspections before work begins. Item 8 adds that every law on asbestos abatement and demolition applies, including disposal and dust control. We go through the state steps for your building with you.

Do I need a permit to repaint or replace carpet in Irving?

The city's residential page exempts cosmetic work such as painting, carpeting and cabinetry from permits. That is a separate matter from asbestos. If a ceiling texture or an old floor may hold it, have it tested before anyone disturbs it.

Does Irving license apartment complexes?

Yes. A valid license is required each year for multifamily dwelling communities, manufactured home and RV communities, and hotels and motels, with fees based on unit count. Asbestos falls under the state rules instead.
